When the state of Wisconsin produces 5-star recruits. Most football recruits go to school and play football within a 5-6 hour drive of their home. Here are the schools that recruited 5-star recruits from further than a 5-6 hour drive of their home. I don't have the data for the 4 stars yet, but I am sure it is similar.
I know it is fun for all of us when Wisconsin is chasing 4-5 star recruits, but unless there is an underlying factor(legacy etc) it is not going to happen unless they play football in Wisconsin, Minnesota, Iowa or Illinois. 247(most thorough evaluation and ratings IMO) gives out 32 5 stars a year. 160 5 star recruits since 2013 and only 57 of them went to a university further than a 6 hour drive. Of the 57 here is the breakdown of schools with multiples from out side the radius:
Alabama - 13
Ohio State - 7
USC - 7
Florida State - 4
Stanford - 3
LSU - 3
Auburn - 3
Michigan - 3
Mississippi - 3
Clemson - 2
Oregon - 2
