You might define things differently but to me there are 4 aspects to a play:
The gameplan: Can the coaching staff accurately assess the weaknesses of the opponent's defense?
The play design: Can the architecture of the consistently produce leverage a strength or opponent's weakness to produce the desired outcome?
The play execution: Can all 11 players consistently understand/complete their assignments?
The play call: Is the play appropriate give the game situation?
