On this board we often discuss whether kids will get faster as they develop in college. I listened to an episode of Tim Ferris' podcast with famous trainer Ryan Flaherty. He trained RW, Mariota, and Winston for the combine. He also works with Olympic sprinters, Serena Williams, and even trained the 2014 Boston Marathon winner. I highly recommend it:

A few main highlights:
Flaherty has found that the hex bar dead lift max weight over body weight is highly predictive of speed. He says 4.4 40 guys can do 3 times their body weight. He works with his clients on this single exercise and has been able to tremendously improve their times. He has female Olympic sprinters at 125 pounds who can dead lift 500 pounds, sometimes 200 more pounds than the football players before they start training with him.
He works with athletes to make sure their stride and foot strike is correct. He says that you want your foot to strike directly below your pelvis, but many athletes strike out in front of their pelvis. This can lead to injuries and also is less efficient. He can make guys faster by changing their technique.
He works with NFL teams on injury prevention. He believes through developing the right flexibility you can greatly reduce the injury rate. He mentioned the hit that RW sprained his MCL on last year would have been an ACL tear if not for his flexibility training. He says he works with a lot of guys who have over-trained certain muscles and have other stabilizing muscles that are so weak that they are very likely to be injured - he predicted this with RGIII.
