With the new offer to the WR in Ohio, it got me wondering. Does the staff spend a lot of time looking at a team's needs, for instance OSU, and pair that with what they know of OSU'S offers out there and look at a kid like the WR and say we got a shot so lets offer, or do they not do any of that and see the kid's video and say let's offer no matter what.
