Rose Bowl B1G selection

Does the Rose Bowl take the B1G champion if that team is not in the final four? Or can they choose any B1G team in the top 12?

If UW wins next Saturday, could Mich stay at #5 ahead of Bucky at #6 and could the Rose Bowl pick Michigan?
